22 The painful lessons of the 2003 SARS outbreak put Taiwan’s government and people on high alert early in the COVID-19 outbreak, a disaster requiring the joint humanitarian efforts from all countries. TAITRA proposed new policies to facilitate the fight against the pandemic, including the Taiwan Global Anti- COVID-19 Pavilion to share resources with the world.
